Three additional Arunachal Scouts battalions for Arunachal

Itanagar, July 9: Defence Minister A K Anthony today assured Arunachal Pradesh for raising three additional battalions of Arunachal Scouts with full preference to local youths.

Anthony’s assurance came when a delegation comprising of Chief Minister Dorjee Khandu, MP Takam Sanjoy along with high ranking officials called on him at his office.

Takam Sanjoy disclosed that the team pleaded the minister to recruit more locals which Mr. Anthony agreed in principle.

It is pertinent to mention here that the process has already started to raise the first battalion of Arunachal Scout with the go ahead signal from the Defence Ministry recently. However, the battalion would compose of fifty per cent locals and rest from outside the state.

“We have urged the minister to take necessary steps in improving quality of works by Border Roads Organisation (BRO) and to expedite various road under Prime Minister package on war footing”, Sanjoy said adding, the team also apprised the minister how delay in road works hampering implementation of PM package in the state.

The other pleas made by the delegation include undertaking Miao-Vijaynagar road under General Service (GS) Road of the ministry, construction of roads in 22 unconnected administrative centers in border areas immediately under special package, strengthening of suspension and log bridges in border areas and construction of advanced landing grounds (ALGs) in various strategic locations of the state, which the minister agreed, Sanjoy informed.

“The state government also submitted a proposal for establishment of National Institute of Mountaineering and Allied Sports (NIMAS) at Dirang with an estimated cost of eighty crore”, Sanjoy informed and added that land for the institution had already been allotted and other infrastructure including approach road and water supply created.

The team also urged the minister to reconsider construction of airport at Tawang which was earlier rejected by the ministry keeping in view the strategic location of the site, bordering China.

“The Defence Minister will soon convene a meeting with External Affairs Ministry, Home Ministry and Airport Authority of India to discuss the issue and to reconsider the proposal”, Sanjoy added.

The team also called on Minister of State for Defence Palam Raju, additional defence secretary Sekhar Agarwal, Army Chief Mr. V K Singh , Deputy Chairman Planning Commission M. S Ahluwalia.

The team had a meeting with Principal Secretary to Prime Minister T K A Nair yesterday and discussed in details all the issues, Sanjoy added. UNI

 

Put your acts together and submit UCs: NCP’s advice to state govt departments

ITANAGAR, July 9: NCP legislators who are camping in Delhi are not spending their time idle. After their high profile meeting with NCP Chief Sharad Pawar, today the MLAs met the Union Minister of State for Rural Development Agatha Sangma at her offices.

Sangma, informed the legislators that due to lackadaisical attitude of the state government departments at times caused hindrances in releasing the funds meant for development of the state.

Union Secretary for Rural Development, Chief Economic Advisor and other top officials of SGSY, NREGA, PMGSY and Sanitation & Water Supply attended the meeting.

Speaking from New Delhi after the meeting, Deputy Leader of the NCP state Legislator Party and Spokesperson Bamang Felix informed that the feedbacks given by the top officials looking after various central schemes for rural development were rather discouraging.

“The blame on the Center for lack of funds in the state is somewhat abstract,” he said and pointed at late and, sometimes failure in, submission of Utilization Certificates (UCs) by concerned departments for release of funds from the Center.

Felix informed that Utilization Certificates for schemes being implemented under SGSY and IAY are yet to reach the Union Ministry from various districts, which has halted the flow of funds.

The officials of the Ministry informed the visiting legislators that UCs for SGSY were yet to be submitted by Dibang Valley, East Kameng, Kurung Kumey, Upper Siang and Upper Subansiri while the UCs for IAY from Anjaw, Dibang Valley, East Kameng, Kurung Kumey, Tirap and Upper Siang were also being awaited.

Another fault on part of the state government that was revealed is the non-submission of the DPRs for construction of rural roads under the Prime Minister’s Package.

“It is surprising that the DPRs are yet to be submitted taking into account that the scheme is slated to lapse by the end of 2012,” said Felix. He informed that the NCP MLAs would take up the issue with the state government once back in the state.

According to the party spokesperson the apprehension that PMGSY funds were being delayed by the Center is also wrong. He said that the Ministry had already released all the funds meant for the state under the scheme and it was up to the state government now to realize these.

The MLAs suggested a visit by a high level team of officials to the state to study the ground realities and hurdles being faced by the government departments in implementing the schemes in the state.

Meanwhile, Felix informed that establishment of a separate FCI Regional Office at Itanagar by bifurcating it from the existing Guwahati office, which the leaders had raised yesterday in a meeting with Sharad Pawar, is already under process.

 

After 48 Yrs, mortal remains of a Soldier is found in Wallong

ITANAGAR, July 9: After 48 years, the mortal remain of valorous Indian soldier who went missing during the Sino-India war of 1962was unearthed at Japak Nalah, near Wallong in Anjaw district.

On July one, a party from the Border Road Task Force clearing a landslide area near Walong recovered two identity discs belonging to Karam Chand of 4 Dogra Regiment. They reported it to the District Administration which swung into action along with the Indian Army.

After digging for four days, a battalion of the Sikh Regiment recovered Chand's mortal remains along with his silver ring, a dilapidated cover of his pay book and a fountain pen, according to defence officials said.

The soldier's mortal remains along with his personal belongings were handed over by the commanding officer of Sikh Regiment today with full honours to the 4 Dogra Regiment at the Hut of Remembrance in Walong. There was no news of the late soldier and many other soldiers after the Indo-Chinese war of 1962, defence officials said today.

The remains were taken to his native place Gogar at Palampur in Himachal Pradesh.

 

 

Lohit DA to launch “mass awareness campaign 2010”

TEZU, July 9: Lohit is set to launch “Lohit Mass Awareness Campaign Programme 2010” on the birth anniversary of the father of the Nation, Mahatma Gandhi on 2nd Oct next.

The main objective of Lohit mass awareness campaign programme 2010 is to generate awareness in a composite form among the people and students living in the remotest part about various aspects of safe drinking water, sanitation, health and hygiene, disaster management, Electoral rights and duties, NREGA, SSA, role of GBs/HGBs, Drug abuse and its bad effects, Social forestry apart from knowledge on how to avail benefits under various government schemes.

The Mass awareness campaign programme is in continuation to the earlier awareness campaigns programme launched in Lohit District through various methods, such as video shows like “ Chodo Kal Ki Bathein,” Malaria Control Mission, and “Naya Severa”, a pictorial booklet depicting Do’s  and Don’t for maintaining good health and hygiene. The Lohit Deputy Commissioner R.K. Sharma has convened a meeting of Heads of the Department to chalk out elaborate plan.

The Deputy Commissioner instructed all the concerned Head of the Departments to submit write-ups in a lucid and simplified way so that general public and students can easily understand. These write-ups will later be compiled in a booklet and shall be made available to all the educational institutions for classroom teaching by trained resource persons. The educational institutions are targeted because more than ¼ of the total population of Lohit District are students and it is opined that their awareness will percolate to their family members.

The resource persons shall visit all the villages under Lohit district to spread awareness among the villagers through camps and lectures. The objective is to spread awareness to each and every household so that every one is aware of his rights and duties. DIPRO

 

 

Japanese Encephalitis Vaccination campaign

Japanese encephalitis (JE) is one of the most important causes of viral encephalitis in Asia. Japan, South Korea, North Korea, Taiwan, Vietnam, Thailand, and the Peoples Republic of China (PRC) practice routine childhood immunization against JE. In India, JE is believed to be responsible for approximately 2000-3000 clinical cases and 500-600 deaths every year. JE has been reported from states and union territories in India. Highly endemic states include West Bengal, Bihar, Karnataka, Tamil Nadu, Andhra Pradesh, Assam, Uttar Pradesh, Manipur, and Goa.

The risk is highest in children aged 1-15 years, in rural areas and in the monsoon/post monsoon season. JE vaccination remains the single most important control measure in JE endemic states of India. Due to difficult diagnosis and low awareness, JE may be severely under-reported and has case fatality rate is 5-35%. It contributes JE-related disability in 30-75% of cases.

JE Control: Different approaches

Control programs for JE have focused on three major areas but neither mosquito control nor pig control have proven to be reliably effective public health measures to control JE in human.

* Mosquito control

* Amplifying host (Pig) control

* Vaccination

The GOI Decision

Introduction of JE vaccination as a component of the Universal Immunization Programme Vaccine by administering Live attenuated SA14-14-2 JE vaccine manufactured in Chengdu Institute of Biological Products, China. However, in Arunachal Pradesh, the affected district of Lohit will be provided JE vaccine in a campaign mode during this year. All the parents are made aware through this article to enquire about the vaccination campaign in lohit district.

Strategy:

One time campaign targeting all children between 1-15 years followed by introducing the vaccine in the routine EPI targeting children 1 to 2 years of age (WHO-recommended strategy) at a later stage. The coverage may be poor in campaign, a large number of left out/uncovered cases left most children susceptible to the JE virus, supplementary J.E. Vaccination Campaign in the districts where J.E. vaccination campaign has taken place will be covered in future. (Dr. Padung is State Nodal Officer (NRHM)

 

Sensitization training on Micro Finance Vision 2011

ITANAGAR, July 9: District level sensitization training on Micro Finance Vision 2011 was organized at the DC’s conference hall at Ziro in Upper Subansiri district today. Altogether 91 Self Help Group members attended the meeting.

Resource person and programme coordinator Sapu Banghya  imparted training on the concept of self help groups and  enlightened the participants on  social and economic issues, role of women in policy making, benefit of forming groups and the leadership quality.

Ziro SBI branch manager S Kaikhanthang gave a detailed presentation on loan component to the SHGs and distributed new pass book to 81 Self Help Groups.

ICDS Deputy Director, Ziro, Jaya Jawal Singh explained the aims and objectives of the training programme.

 

APPDSU reiterates its demands

ITANAGAR, July 9:  The All Papum Pare District Students’ Union (APPDSU) has expressed strong resentment over the alleged beating up of Leporiang Medical Officer Dr. Tana Talin Tara by police.

While demanding action against the police officials over gross violation of human rights and handcuffing the concerned government official without any reasons, the APPDSU in a memorandum to the Home Minister has demanded enquiry committee consisting of IAS officer or retired HC judge for an amicable solution of the case.

Dr Tana was allegedly beaten up by the Police which the police deny. APPDSU which is spearheading the movement for solution to the ongoing tussle over the arrest of Dr. Tana Talin Tara, medical officer, urged for fulfillment of its demands before the end of the deadline on July 10 next.

The union demands include immediate termination of OC L R Rana and SDPO B S Mehra of Naharalgun P.S, immediate arrest of Rajesh and Rakesh Pandey, proprietor of M/S Rakesh Enterprise and cancellation of their trading and arm license.

The union alleged that the MO was badly beaten up besides threatended and further charged the police with nexus and nepotism.

The APPDSU further pressed for separation of judiciary from the executive. It further demanded immediate cancellation of land possession certificates granted in Sagalee from 2006-10.

 

TCIYF seeks EE’s clarification on water project

ITANAGAR, Jul 9: Dissatisfied over limited progress made in water supply project at Lao village under Tali circle and the contradictive Press statements by the EE, PHE and WS, Sangram division, the Tali Constituency Intellectual Youth Forum (TCIYF) has sought more clarifications from the EE on the scheme including total sanctioned amount.

While expressing strong resentment over the EE’s Press statement which blamed some ‘elements’ and ‘local problems’ as some of the deterrent factors in successful implementation of the project, the Forum said that if there had been local problems or obstructions in executing the works there is appropriate authority to look after these matters. The EE, instead of taking people of the area into confidence, has blamed entire people of the area which is unfortunate, it said.

The Forum demanded the EE to make the total payment made to contractors for RCC works public and the remaining amount for carriage purpose as well as the payment yet to be made against head loading of pipes.

 

 

Dree celebrated at Seppa

ITANAGAR, July 9:  The Apatani community residing at East Kameng district celebrated the Dree festival with pomp and gaiety at Seppa. The celebration began with the hoisting of Dree flag and singing of Dree anthem.

Colourful cultural programmes, sports and games, literary and quiz competitions were the major attraction of the festival.

While Tallo team emerged winner in the cricket competition, Pikke Pilla team and Abha Akha team won the volleyball and football competition respectively. Prizes were also distributed to winners of various competitions.

 

 

Vanmahotsava observed at RGU

ITANAGAR, July 9: As a part of ‘Vanmahotsava’ Celebration, the Rajiv Gandhi University organized a Mass Tree Plantation Programme within the University Campus on today.

400 saplings were planted on the occasion, which were donated by the Forest Range Office, Doimukh.

PR leaders oppose awarding works to individual contractors

ITANAGAR, Jul 9: The Panchayat leaders of Tamen-III anchal segment of Kamporijo protested the authorities concerned for awarding construction works of a school building sanctioned under SSA at Tamin-III to some individual contractors.

They claimed that all developmental activities at village level are actually meant for panchayats as per guidelines. By awarding the construction work to some individual, the authority of the department concerned has not only violated norms and guidelines under Panchayat Raj Act but also seized the power of panchayat leaders, they claimed.

They further claimed that a proposal was also made to the authorities concerned through local administration to implement the work through panchayat leaders.

Neonatal Care

ITANAGAR: The Arunachal Pradesh Medical Council under the aegis of National Rural Health Mission Arunachal Pradesh would organize a two day training on ‘Neonatal Care’ for medical practitioners from July 11 which will be held at Conference Hall, Directorate of Health Services, Naharlagun, according to an information received from Secretary-cum-Registrar, Arunachal Pradesh Medical Council, Dr Moji Jini.

The participants will be from various districts of Arunachal Pradesh. Under the programe 84 doctors from all over the state have already been trained while with the completion of fourth round a total of 102 doctors would have received training.

 

Indo-Bangla trade

Itanagar: A high level Indian Delegation is leaving for Bangladesh led by Mani Shankar Aiyar, MP and former Union Minister. The delegation is focusing on trade between India and Bangladesh and many agreements are expected to be signed.

One of the core areas will be export-import from North-East India with Bangladesh and market access to products of both countries.

Former MP Kiren Rijiju who is part of the delegation will emphasis on market access for agriculture and horticulture produces from Arunachal Pradesh and future linkages.

No linguistic imperialism please

Dear Editor,

Apropos Satyen Brahma's letter "Language lobby"( 9 July), if any alien language is imposed in any state by displacing the tongue of the soil, it needs to be severely condemned. No power holds any moral or Constitutional authority to impose Hindi, English, Bengali or any language upon the Assamese community. Neither is India a monolithic entity comprising of any particular language, nor is Assam a colony of certain linguistic belt. Rather this country is a conglomeration of various regions, each having a distinct linguistic and cultural identity of its own. Thus, if the authorities try to impose a particular language so as to "bind" the country, that too by according step-motherly treatment to the indigenous language of the soil; not only do they pose a direct assault on the Constitution itself, but threaten the very existence of India also. Thus it is high time the Government of Assam makes use of Assamese mandatory in each and every field which really matter.

However, it should also be kept in mind that since India is a linguistically-diverse country, each and every state boasts of people of various tongues. Thus along with Assamese, English should also feature in public domain, like in Railway stations, Municipal forms or Bank slips. And as far as advertisements are concerned, a certain Bengali hoarding here or a Nepali boarding there perhaps would not hurt the cause of Assamese. After all the migrant minorities are also Indians and what is the sin if they also are wooed by the advertisers? However, if all advertisements are made in alien languages, that is certainly an act of linguistic imperialism and the relevant authorities should immediately put an end of it.

Road need early renovation

Dear Editor,

It may be informed to the competent authority that the road condition of G Extension Sector, near SP Office has been lying in a very dilapidated condition since almost a year. The concerned department had tried to repair it however recent downpour has again eroded entire black topping and it is in a very precarious position. The situation has worsen due to filling up of mud in the pot holes which could not withstand heavy down pour and ultimately has been eroded completely. Consequently, the denizens of G Extension Sector including Government officials are facing untold hardships as even driving has become impossible now. Besides, for pedestrians, and the school going children it is like a nightmare as they cannot escape the mud and even become victim to slippery muddy and rough road. Besides, due to lack of' any drainage system, the rain waters over flows the road and dump huge amount of boulders.

Therefore, keeping in view of the hardships faced by the residents of G Extension and users of that road, I on behalf of residents of G Extension colony, would like to appeal the concerned authority to look into the matter and try to ensure immediate repairing and renovation of the damaged road. It may be treated as our prayer.

Modify APPSCCE age limit

Dear Editor,

The Public Service Commissions in the states like Jarkhand, Rajasthan and Uttarakhand are having maximum age limit of 35 years for combine competitive examinations and in Tripura also the  upper age limit for such prestigious examinations  is  fixed at 37 years.  But in Arunachal Pradesh, the upper age limit is 28 for appearing in APPSCC examinations.

Therefore, our state Public Service Commission is requested to modify the upper age limit and fix at 35 instead of  28 years.  Enhancement of upper age limit is necessary to give chances to more tribal students of this backward state  Arunachal to take part in such exams.

PDS food in Upper Siang district

This in response to the clarification given by In charge DF&CSO, Upper Siang who stated that there is no  Food crisis in Upper Siang in response to my letter for posting of a regular DF&CSO at Yingkiong.

I think he didn't peruse through the contents of my letter meticulously. I had written that there is acute shortage of Essential Food commodities, Levy sugar and SK oil as per the feeding strength and population of the district. The proof of which can be ascertained from the allotment of SK oil to Upper Siang district, and the records of which are in the concerned department office files.

Until the time, Upper Siang district had a regular DF&CSO, the monthly allotment of SKO to the district was 40,000 litres regularly. But after his transfer, the allotment for the same oil for the Whole district nosedived to 18,000 litres.

Since the radical cutting down of the quota since March 2010, the in- charge incumbent, was unable to write or liaise with the Government and even convince the Higher Authorities about the ground realities and genuine needs as per the feeding strength of the district.

Regarding Food Grains, how can a responsible officer write and proclaim on paper that the district has ample food grains whereas, the people of the district are crying for enhancement of Allotment of Levy Sugar, SK oil and Rice under BPL, AAY and APL, as the present allotted quota does not contribute even ten kgs a month for a Family even if distributed just and equally.

I want to know when there are ample food grains in the stock/store, then why can't it be distributed to the hungry and needy public of the District? I request, that rather than storing the food grains as showpiece, it should be immediately distributed to the Public for consumption before they rot away and become unfit for consumption. If the rice was distributed rather than stored, I wouldn't have been crying out.

Once again, I appeal the Government of Arunachal Pradesh to enhance the allotment of the commodities under PDS as per the Feeding strength and Population.

Dear Editor,

We do extend our sincere thanks and appreciation to the present Deputy Commissioner and District Food and Civil Supply Officer incharge A Apang  of  Upper Siang district  for their sincerity and devotion towards streamlining the PDS in the district.

We are now atleast getting the food grain items like rice, levy sugar, wheat etc every month since March 2010 whatever the Govt allotted for Upper Siang district quota of food grain like APL rice -1300 quintals, BPL rice 643 quintals, AAY-463 quintals, L/sugar 254 bags, wheat 85 quintals and SK Oil 18 KL.

Govt has allotted less quantity of food grain  for  our district, but at least the  allotted ration items are reaching  to the poor and needy people.

Under the supervision of the Deputy Commissioner, the present DF&CSO is   seriously taking up the streamlining of the PDS which is appreciable.

I sincerely appreciate local newspapers for posting news online. I would feel extremely obliged if employment news and other advertisements are also uploaded on the website. The National Informatics Centre (NIC) and Community Information Centre (CIC) are also expected to come up with such noble venture. The Government, various Departments, Corporate and Private sectors may play a pivotal role in providing information on various job vacancies and other related information which may be of great help to the rising unemployed youth.

Air Pollution

Dear Editor,

I would like to urge the state Government to look into the various aspect of air pollution due to rapid urbanization and establishment of various industries including SMS Smelters Company Ltd which is situated in between Lekhi and Model village under Naharlagun circle.

The smokes from these industries directly affect the human population as the company have not taken proper precautionary measures.

The chimney of SMS Company Ltd. is not properly functioning as a result the smoke greatly hampers the locality. Beside this, due to rapid increase of vehicular traffic, the smokes produced by vehicles are adding to the problems.

It is my sincere request to the state government to have close look at these problems and take necessary action for prevention of rampant air pollution within the township. As for promotion of any tourism activity within the state the pollution control measures are to be strictly followed. Beside this, I would also like to ask the State Pollution Control Board Itanagar regarding its  initiatives in the matter.
